The fabled City of Brass, also known by many other names, such as the City of Wonders and Alloy, is a legendary city from myth and folklore, said to be inhabited by jinn. It is ruled by the equally legendary Sun King. In the World Axis, the COB is believed to be an elemental realm, while in the Great Wheel, it's believed to exist on the Elemental Plane of Fire.
Government
The City of Brass is a totalitarian state under the iron grip of the Sun King. The Sun King rules as a thearch—a god-king. He forces the populace to worship him as a living deity.
The SK has direct control over the military and the government. He employs ministers and oversees a bureaucracy, but he can dismiss government officials at will, unilaterally veto legislation and policies, establish foreign and domestic policy at his whim, execute his own generals and administrators, wage war without restraint, and much more.
It's difficult to overstate just how much control the SK has over the COB. The state is totally subordinate to his will.
Religion
There is no religious liberty in the COB. The state religion is the worship of the Sun King. No other religion is permitted. Anyone caught with icons of a foreign god is executed.
Diplomatic status
The City of Brass prides itself as not just a hub of trade and center of culture, but also as a political arbiter. The city serves as a sort of neutral zone—a Switzerland, if you will—for many cosmic powers, such as devils and celestials. Few would dare challenge the might of the Sun King, especially in his own realm, and so the city is a great location to sign treaties and settle interplanar disputes. It's much like Axiom or Sigil in that respect. All sorts of planar powers will hold meetings with their adversaries in the COB, knowing that to defy the city's neutrality—and thereby incur the wrath of the Sun King—would be a death sentence.[1]
