Carceri (I say KAR-sur-ee) is a prison-plane where some of the worst horrors and abominations in the multiverse are deposited. It is a Solar System–sized Arkham City that few have ever escaped. In the Great Wheel model, Carceri is a Lower Plane sitting on the Chaotic side of Neutral Evil. Its self-appointed guards are the demodands. The greatest of them are the shators.
