Carceri (I say KAR-sur-ee) is a prison-plane where some of the worst horrors and abominations in the multiverse are deposited. It is Solar System–sized Arkham City that few have ever escaped (it wouldn't be a very good prison otherwise, now would it?). In the Great Wheel model, Carceri is a Lower Plane sitting on the Chaotic side of Neutral Evil. Its self-appointed guards are the demodands. The greatest of them are the shators.

According to occult lore, Carceri is something of a divine dumping ground, where gods toss their enemies, earlier creations, and failed experiments. Even full-on deities—entire pantheons, even—who found themselves on the wrong side of various divine wars are imprisoned here.

It is speculated that the demodands are former celestials who sided with Asmodeus during the celestial civil war.

• Shulla, the Lord of the Maw, one of the most powerful shators and the warden of the Maw, a prison built into the side of a mountainside cliff. Shulla was originally a Celestian who sided with Asmodeus during his rebellion, and was cast into Carceri for it.
