The Eighth Occaria (oh-KAR-ee-uh) was a massive intercontinental war fought from 485–494 between the Alicantian Empire and a coalition of opposition powers, including (but not limited to) Riyan, Phoena, Vallyra, and Liore. With over a million soldiers mobilized at its peak, the Eighth Occaria was one of the largest wars in the history of man. Although the exact death toll is unknown, it is estimated to be between 4 and 8 million, most of them civilians in Phoena and Riyan.

After the Seventh Occaria, the Alicantian Empire and Riyan set up small buffer states at their new borders—Armaisa under the Alicantians and Sarda under the Riyanis—in large part to lessen tensions. Over the years, periodic border clashes between the two resulted in a handful of deaths, but in 484, a border dispute escalated until a Hestati unit of 500 soldiers, against orders, crossed into Sarda and rampaged across the countryside. Within a month, a Riyani army marched into Armaisa and began sieging its capital. In January of 485, with Riyan refusing to back down, Alicante sent a declaration of war.
Quick rundown
Lead-up and escalation
The Eighth Occaria was extremely complicated—I have a hard time explaining it, and I'm the one who made the dang thing up. Here is the simplest possible explanation of it I can manage.

At the end of the Seventh Occaria, Alicante and Riyan set up two small buffer states at their new borders: Armaisa, under the Alicantians, and Sarda under the Riyanis. The two city-states clashed every once in a while, but conflict never escalated into full-on war—until 484, when 500 Hestati rampaged across the Sardan countryside. A month later, a Riyani army was sieging Armaisa, and in January of 485, Alicante declared war on Riyan.

For months, Riyan pestered her ally Phoena to join the war. The Phoenics were eager to fight: they were already angered at Alicante's postures in the Golden Coast. What tipped the scale for them was when Genova rebelled and the Alicantians sent huge army and naval forces there—which is right off the Phoenic coast. Then, at the end of 485, Phoenic got her chance. Alicante began making negotiations with Jakkur, which borders both Riyan and Phoena, in the hope of opening a second front against Riyan. After a diplomatic blunder, war broke out between Jakkur and Alicante. Alicante made significant gains, but then Phoena stunned the world by invading Jakkur unprovoked; Jakkur didn't stand a chance, and surrendered soon after. Phoena ordered Alicante out of Jakkur, received a no in response, and declared war after.

War raged for two years, at which point an international conference was organized to discuss Alicantian aggression. In attendance were diplomats from Phoena, Riyan, Vallyra, Liore, Tyrelia, Genova, and other lands. Vallyra wanted Alicante out of the Arkos, Liore wanted the land taken by Alicante in the Seventh Occaria back, and Tyrelia wanted Alicante out of Imray. Phoena and Riyan just wanted help.

In the span of just a few months, the war exploded across the Aenea. Vallyra blitzkrieged the Arkos, war broke out between Alicante and Liore over the city of Pelier, and Tyrelia stormed the Pupas. The war had transformed from a border dispute between Alicante and Riyan into a multicontinental war. In the last months of 487, the new oracle, Ina Sukarian, was found and crowned; in December, she declared this war the Eighth Occaria.

Early fighting, Spring Peace, and end
The next three years saw fighting between Vallyra and Alicante in their Vatalian colonies, between Phoena and Alicante in their Golden Coast colonies, Lioren and Alicantian armies clashing all across Auvergne, warfare in Riyan stalling, and the Alicantians getting pummeled in Jakkur. Once Alicante was pushed out of Jakkur and the Genovans wrested control of their archipelago, Phoena launched a massive invasion of Astoria and Vittoria.

By the spring of 490, things were not looking good for Alicante. Alicante called for a temporary ceasefire to discuss peace terms. This armistice is what would come to be known as the Spring Peace. Alicante seemed willing to cede territories to Vallyra and Liore; they even floated the idea of granting Genova her independence. Unfortunately for all parties involved, peace talks began to break down. A Phoenic diplomat was poisoned by an unknown assailant, and the Phoenic ambassador quickly accused the Hestati. Days later, the beloved Hestati Captain Gianna Valero was assassinated by Casirists on the streets of Gazan—the Alicantian Minister of War accused Sorhan of being responsible. Riots broke out in the Alicantian cities of Cordova, Courelia, and Valentia, calling for Phoenic blood to be spilled. Phoena evacuated her embassies, and not a day too soon: their embassy in Cordova was put to the torch and the servants working there were lynched. Ragtag Phoenic religious guerrillas rampaged across Alicantian-occupied Phoenic territories. The last nail in the coffin for peace talks was when Alicante marched 12,000 soldiers across the demilitarized zone "to ensure her security." Phoena and Riyan withdrew her emissaries jointly, quickly followed by Vallyra and Liore. The Eighth Occaria had resumed.

This second phase of the war was far bloodier than the first. Lucian militias rose up against Phoena in Astoria and Vittoria, turning that front into a meat grinder. Liore began conscripting more and more of her population.

The Matria issued Mandate 113, colloquially known in Phoena and Riyan as the "Kill-Them-All Order." It gave the Alicantian Army permission to

The war raged for nearly two more years when a multinational conference was organized in Penthia—the so-called Penthia Conference—to discuss what was to be done about Alicante's aggression. In attendance were dignitaries from Riyan and Phoena, as well as Vallyra, Liore, Genova, and Tyrelia.
