Jalidia ("juh-LIH-dee-uh"), also known as the Citadel of Ice and Steel, is a large settlement of jinn which, much of the time, hovers in Grand Blue.
Despite the name "Citadel of Ice and Steel," Jalidia is not a single building but a gigantic chunk of ice and earth floating in Grand Blue. Over time, the winds of Grand Blue have smoothed out its sides.
Like the City of Brass, Jalidia is a mobile city. It's usually in Grand Blue, but sometimes it "hops" to other planes, such as the Kiln, Avant, or Ysgard.
