The Sanctuary is the largest Lucian church in the world and the supreme governmental body of the Alicantian Empire. It is de jure headed by the oracle, while its highest ranking ecclesiastical official is the matria.

Structure

Leadership and the Cere

The Sanctuary has two heads: the matria, who is the head of government and the highest ecclesiastical official, and the oracle, who is the prophet of the Goddess and speaks with her voice. The matria represents the people to the Goddess, while the oracle represents the Goddess to the people.

The oracle governs a cabinet of her choosing called the Cere, including (but not limited to):

• The matria
• The marshal of Alicante, commander of the army
• The grand admiral of Alicante, commander of the navy (both maritime and aerial)
• The grandmaster of the Hestati
• The spymaster

Grand Chamber

The core of the Sanctuary and its supreme legislative body is the Grand Chamber. The Grand Chamber is a unicameral multi-party legislature whose members are cardinals and whose head is the matria. Being a (mostly) parliamentary system, the matria is the head of government.
