Saparo Forta

The Saparo Forta (suh-PAIR-oh FOR-tuh) is a supranational organization that governs magical law in Rhys. It is constituted by representatives from the Burja, the Reshiga, the Seranevo, the Saphora, the Hadina, and other institutions.

The Saparo Forta has little enforcement power in and of itself. Its edicts rely on execution by member parties, such as the Phoenic crown.
