Power is a generic term for any sufficiently powerful being, whether that be a god, a planar lord (such as an archdevil), or other cosmic entity. Not all powers are necessarily gods, are worshiped, or have interest in the affairs of mortals. Conceivably even mortals or quasi-mortals (such as Sarika at her peak or Aveserro) could be considered powers.
