Yulei, the first oracle

The oracle is the de jure head of the Sanctuary, the head of state of the Alicantian Empire, and the prophet of the Supreme Goddess.

In Lucian belief, the Goddess bestows upon one girl at a time (roughly between the ages of 12–18) the Gift: the ability to read the Legacies—a divine record of all knowledge in existence, past, present, and future. When the oracle dies, the Goddess bestows the Gift upon another girl.

The Sanctuary, the world's largest Lucian church, embarks on a worldwide search for the oracle whenever the position is vacant. Entire wars have been fought over girls thought to be the oracle.

The first oracle was Yulei, a companion of Saint Valentus. The most recent was Ina Sukarian, who was assassinated by Lioren nationalists in 494.
