Neutral Evil is the alignment of malice unrestrained by power structures, but which also does not actively seek to dismantle those power structures.
Neutral Evil sees systems and institutions of power as useful tools to achieve its ends, but unlike Lawful Evil, it doesn't truly believe in those power structures and is perfectly willing to work outside of them if the need arises. At the same time, unlike Chaotic Evil, Neutral Evil does not go out of its way to undermine such structures.
