Neutral Evil is the alignment of malice unrestrained by power structures, but which also does not actively seek to dismantle those power structures.
Those who are Neutral Evil see systems and institutions of power as useful tools to achieve their ends, but they don't truly believe in those power structures and are perfectly willing to work outside of them if the need arises.
