While demons have no higher goals than to feast and slaughter, devils have plans, schemes, and higher designs for the cosmos.

In D&D, devils (from Greek diabolos "accuser, slanderer") are a race of Lawful Evil fiends. They are the prime denizens of Hell.

Devils differ from demons in that devils adhere to power structures and authority. They like rules and making deals. They love bureaucracy and contracts, subterfuge and backstabbing, intrigue and politics. Unlike demons, who rarely keep their word, devils are bound by cosmic laws to honor any contract they make. While demons have no higher goals than to feast and slaughter, devils have plans, schemes, and higher designs for the cosmos.
