Ragaan ("ruh-GAHN") is an archdevil and, according to Abn-Azer, the current Lord of the Third. He was a previous ruler of Asala, the sixth layer of the Nine Hells.

The Marshal of Hell is one of the greatest military masterminds in the Outer Planes. He is an ancient comrade of Triel, Lord of the Seventh, and one of the original rebels who sided with Asmodeus during the Imorkellum.

Before the Reckoning, Ragaan ruled Asala as Triel's viceroy, but during the civil war, he was enslaved by Minauros. However, Triel did not forget his ancient ally: during the Venquetta, Triel conspired with Ragaan to overthrow Minauros. Ragaan eviscerated the avaricious Lord of the Third, slaughtered his ministers and nobles, and wrested control of the third layer of Baator.

Now Ragaan once again finds himself in the ranks of the Lords of the Nine. He continues to root out opposition with ruthless efficiency. He has transformed much of the layer; he intends to turn it into a military powerhouse. Being one of the few archdevils who cares about the Blood War, he seeks to use Minauros to turn the tide of the war against the Abyss.

Meta

Ragaan is a combination of Bael from D&D, Moloch from D&D, and Moloch from Pathfinder, with some major modifications. He's a military mastermind who was (for a time) a servant of Lord Minauros (see: Bael), he's an ancient comrade of Triel from back in their days on Mount Celestia (see: Moloch from Pathfinder), and he was once Triel's viceroy in Asala (see: Moloch from D&D).

To make this work, Ragaan was first Triel's viceroy in Asala, and then during the Reckoning was enslaved by Lord Minauros.

Description

Ragaan is a formidable foe. At sixteen feet tall, with the head of a canine, great horns bursting from his head, and a body bursting with flames, Ragaan is a sight to behold. He is clad in oily black armor, and into battle he carries his great two-headed battle axe Reshem.
