Dis, also known as the Iron City, is a massive city in Hell encapsulating its entire second circle. It is ruled by the great king Dispater.
Dis is one of the greatest metropolises in the multiverse. It is unimaginably vast city which dwarfs entire empires in the material world. It is rivaled only by the likes of the City of Brass.
From the Iron Tower, the city is ruled by Dispater. He is said to leave the tower rarely, but the Iron King is always watching, whether its through his immense network of spies, secret police, or the unblinking red crystals that can be found all over the city.
Dis is the first circle of Hell that's habitable, since Avernus is basically an eternal Stalingrad. Believe it or not, it accepts visitors. You have to pass through the Gates of Dis, however.
