Saparo Forta

The Saparo Forta ("suh-PAIR-oh FOR-tuh") is a council of mages that determines magical law in Rhys. It is composed of high-ranking mages and priests from many organizations, such as the Burja, Mojave, and the Seranevo.

The Saparo Forta is a supranational organization, with representatives from several independent countries, including Phoena, Riyan, and Jakkur. It has "jurisdiction" in all participating countries.[1]

Burja-Reshiga war

As you may know, the Burja is currently in the middle of a magical "civil war" with a splinter faction called the Reshiga, led by Jessilla val Dayne. The Saparo Forta doesn't recognize the Reshiga as a valid, sovereign organization. That might sound all fine and dandy, but the Saparo Forta also hasn't removed from office any of its Reshiga members.

As a consequence, those ex-Burja members of the Saparo Forta still have their seats.

Edicts

The Saparo Forta has issued many bans and regulations on magic. There are many laws that are super obvious (e.g., you can't cast fireball in a crowded theater, that's murder; you pay someone with an illusory gold coin, that's fraud), but what about casting charm person on a shopkeeper in order to get a better deal?

To address this concerns, the SF has placed bans on the following usages of magic:

  • Reanimating corpses of sapient creatures, such as humans
  • Creating precious metals or precious gems
  • Defying the free will of sapient creatures, such as by charming, psychically dominating a person's mind, using any kind of soulbinding magic, etc.
  • Dreamwalking, an oneiromantic art by which you enter others' dreams

These rules do have some nuance. For example, there are "self-defense" exceptions; you can cast dominate person on a burglar.

  1. I used quotations because the Saparo Forta itself has little executive power. Really, if the Saparo Forta passes some new magical law, the member countries themselves are the ones that have to enforce it. The SF doesn't have an army. They're not sending some kind of magical Gestapo knocking on your door.
