Grand Chamber

The Grand Chamber is the legislative body of the Sanctuary. It is a unicameral legislature made up of several hundred cardinals. Its presiding officer and administrative head is the bishop of Alicante. It is de jure subordinate to the oracle; she can, in theory, veto bills, order bills to be drafted, temporarily suspend elections, dismiss the matria, and even dissolve the entire Chamber.
